The reason the birds seem "inactive"...Oh. The reason the birds seem "inactive" is because they are afraid of you and squishing down into the nest so you won't see them. The older they are, the more they do this. It is not safe to open the box after Day 13--you can frighten them into fledging (leaving the box) prematurely.
